Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied tenancy is signed on a Twyford rental property, all Healthy Homes compliance tasks need to be completed inside of 90 days.

It’s important to be aware that landlords with multiple rental properties may receive additional fines for non-compliance. The harshest penalties are reserved only for serious violations. Tenancies commenced between 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is a requirement throughout Twyford and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included in any renewal, new or amended tenancy agreement.

Beginning 1 July 2021

  • Property managers and private landlords have to ensure their rental properties comply to the Healthy Homes Standards within 90 days of a new, renewed , or altered Tenancy.
  • All the boarding households (except Kainga Ora and Community Housing Providers with registered for boarding household tenancies) must comply with the Healthy Homes Standard regardless of the time the tenancy began.

From 1 July 2024

  • All rental houses must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.
