Healthy homes matter

What is the reason Healthy Homes Compliance important?

Unreasonable Gaps & Holes

Draught Stopping Te Mata

Draughts increase the likelihood of less temperature in homes. A humid home costs more to heat, meaning wasting energy and increased bills.

If a draft can be felt through gaps that are too large or holes that it needs to be sealed.

What are unreasonable gaps or holes?

If you can feel external air entering or the sound of a clear draught emanating from a crack or a gap or crack, then it’s most likely a gap or crack that requirements sealing in any way. Large cracks and gaps should be sealed permanently. Gaps greater than 3mm that allow air in or out into the house need seals. For example, if the open fireplace isn’t used it could cause draughts, and should be blocked from. Property managers and landlords are responsible for ensuring that such draughts are squelched as much as possible.

There is no need to block off gaps or holes in the construction. For instance, small gaps around doors and windows might be necessary to allow for movement within the building as the home gets warmer and cooler, so that they are able to be closed and opened rather instead of being stuck. We will test every window and door as part of the Healthy Homes assessment of your rental property.

Heating Te Mata

Te Mata rental properties need to have a stable source of heat that is able to heat the living area to at minimum 18degC even on the most coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heating needs to remain fixed (i.e., not portable) that is, at minimum 1.5 Kilowatts in heating capacity, and meet the minimum required heating capacity for the main living space. A Heating Assessment Tool can be used to determine if the existing installed heater(s) are sufficient or if you’ll need to "top up" with an additional heater. Unflued combustion and open fire heaters, such as mobile LPG bottle heaters are not considered to be suitable heating options under The Healthy Homes Standard.

If the heating you offer is an electric heater or heat source, it requirements to have a thermostat. This will make the heating more reliable and efficient. For the majority of houses, bigger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters will be required. However, in certain instances like small apartments small apartments, a smaller electric fixed heater could be enough.

If the main living room already has a fixed heating source, like a heat pump, then it may need a top up to be able to meet the standards. Certain kinds of heaters aren’t able to be used to meet the standard as they are either inefficient, unaffordable to operate or unsafe to operate.

Ventilation Te Mata

Each liveable space in a rental property must contain at minimum one open door or window to offer natural airflow. In addition, humid areas such as kitchens or bathrooms need to have an externally vented extractor to get rid of moisture.

This ventilation standard is all about recognising that dry air will be easier to heat and that an apartment that is well-ventilated is less likely to be a victim of mould and damp.

Bedrooms, living rooms kitchens, and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway are not considered liveable and therefore are not require an opening window or door.

Each window, door , or the skylight requirements at least to open up to the outside while remaining closed in order to allow to circulate fresh air as well as air flow.

All kitchens and bathrooms, and every other room of your house that houses shower, bath, cooktop or other high moisture-producing item will require suitable extractor fans that are vented to the outdoors. Our Healthy Homes Assessment service will check that there is adequate air circulation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Te Mata

Underfloor and ceiling insulation is required in all rental houses since July 1, 2019. Property managers and landlords should make sure that the insulation meets standards that are in line with the latest standard. In some cases, current ceiling insulation, or the insulation of the subfloor space may need to be filled with or replaced.

A house that is well-insulated can reduce condensation and lower the chance of mould and dampness, and it will make much easier for the household to retain the heat.

Insulation needs to be in compliance with the R-values required for your area

The "R" signifies thermal resistance, and it is a measurement of how well insulation is able to resist heat flow. The higher the R-value, the higher the quality of insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Te Mata Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about the inside; you have to make sure there is somewhere for surface or ground water, and also stop it from getting inside. When it is about damp and water, it is usually what you don’t see that can cause a lot of trouble and cause damage to your investment as well as harming your tenant’s well-being.

Rental properties should be equipped with effective drainage to remove rainwater, storm water, and groundwater, with the proper outfall or runoff. Making sure that water has a location to go, and also that it doesn’t sit beneath structures is a crucial aspect of maintaining your property’s dry.

In addition to the drainage system that will prevent the ingress of moisture, if your rental is enclosed between your flooring and surface, a ground moisture barrier must be installed if it’s reasonably practicable to install it.

A ground moisture barrier is usually an insulating sheet of polythene laid over the ground to prevent any moisture in the ground from rising into the property. It also assists in preventing water damage to the floor insulation.
