Did you be aware that the Healthy Homes Standards came into effect on the 1st of July 2021? Landlords now have to make sure that their Te Hauke rental properties meet the minimum Healthy Homes Standards within 90 days of a new or renewed tenancy, and all private rentals are required to be fully conforming by the 1st July 2024.

Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied tenancy is signed for a Te Hauke rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

As of 1st July 2021, if a new, renewed or varied lease is entered into on a Te Hauke rental property, all Healthy Homes compliance work must be finished within 90 days.

Failure to adhere to one of the Healthy Homes Standards within the deadlines can result in penalties of up to $7200. Te Hauke Healthy Homes Compliance Timeframes

Tenancies commenced between 1 July 2019 to 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory to all Te Hauke and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included in any renewal, new or altered tenancy contract.
  • Landlords and property managers must keep records that demonstrate conformance with any Healthy Homes Standard that apply or will be applied to their rental properties.

From July 1st 2021

  • Property managers and private landlords are required to ensure their rental properties conform to the Healthy Homes Standards within 90 days of any new, renewed or varied tenant.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) are required to comply with Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All houses rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rental houses are required to comply with Healthy Homes Standard regardless of the time of the first day of tenancy.

Draught Stopping Te Hauke

Draughts are a major cause of lower temperatures in houses. A draughty home will cost more to heat, resulting in wasted energy and increased bills.

If a draught is noticed from gaps that are not adequate or holes, it requirements to be closed.

What are unjustifiable gaps or holes?

If you are able to feel external air entering or an unobstructed draught coming out of a hole or gap and you can feel it, it is likely to be a gap or crack that needs sealing in the way you can. Large gaps and cracks should be stopped permanently. Any gaps greater than 3mm that let air in or out within your house require the sealing. For example, if the open fireplace isn’t used it may cause draughts and should be shut from. Property managers and landlords are responsible for ensuring that such draughts are squelched as far as possible.

You don’t require to cover up holes or gaps that are part of the building. For example, tiny gaps around doors and windows may be required to allow for movement of the building as the home is heated and cools so that they can still be closed and opened instead of than securing. Heating Te Hauke

Rental properties in Te Hauke should have a permanent source of heat that is able to heat the main or largest living room to at least 18degC even on the winter coldest days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heat requirements to be fixed (i.e., not portable) with at minimum 1.5 horsepower in capacity, and meet the minimum required heating capacity in the living area. A Heating Assessment Tool may be used to determine whether your current installed heater(s) are sufficient or if you’ll need to "top up" by adding a second heater. Open fires as well as unflued combustion heaters such as small portable LPG bottle heaters are not considered acceptable heating options under those following the Healthy Homes Standard.

If the heating you provide is an electric heater or heat pump it needs to include the thermostat. This will help make your heating more consistent and effective. Ventilation Te Hauke

Each living space within the rental property should include at least one open door or window to offer natural airflow. In addition, humid areas like kitchens and bathrooms should be equipped with an venting fan outside to get rid of moisture.

Underfloor and ceiling insulation has been compulsory on all rental houses since 1 July 2019. Property managers and landlords have to ensure that the insulation is in line with standards that are in line with the latest standard.
