Fines for Failing to Comply

As of 1st July 2021, once a new or renewed tenancy is signed on a Poukawa rental property, all Healthy Homes compliance tasks have to be finished inside of 90 days.

Poukawa Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 and 30 June 2021

  • Underfloor and ceiling insulation is required throughout Poukawa and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included in any renewed, new or amended tenancy agreement.
  • Property managers and landlords have to keep records of their conformance with any Healthy Homes Standard that apply or will be applicable throughout the tenancy period of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords are required to ensure that their rental properties are in compliance according to Healthy Homes Standard within 90 days of a renewal, new or a change in Tenancy.
  • All the boarding households (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) are required to comply with Healthy Homes Standard regardless of the time the tenancy began.

From 1 July 2024

  • All rental homes are required to comply with Healthy Homes Standard regardless of the date when the tenancy started.

Rental properties in Poukawa must have a fixed source of heating which can warm the main or largest living area to at minimum 18degC, even on the coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental outlook.
