When do I require to be in compliance with the Healthy Homes Standards?

Pakowhai Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is mandatory to all Pakowhai and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords must keep records that demonstrate conformance with any Healthy Homes Standards that apply or will apply during the tenure of their rental properties.

Beginning 1 July 2021

  • Property managers and private landlords must make sure that their rental properties are in compliance to the Healthy Homes Standard within 90 days of a renewal, new or a change in tenant.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) are required to comply with Healthy Homes Standard regardless of the time the tenancy began.

From July 1st 2023

  • All homes rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2024

  • All rental houses have to meet the Healthy Homes Standard regardless of when the tenancy began.

Heating Pakowhai

Rental properties in Pakowhai need to have a stable source of heat that is able to heat the largest or main living area to at minimum 18degC even on the coldest days of the year. In some instances, like small apartments the smaller fixed electric heater could be enough.

If your main living space already has a central heating source, like the heat pump, it might just need some additional energy to be able to meet the standards.
