Did you know that the Healthy Homes Standards came into effective on July 1st, 2021? The landlords are now required to ensure their Karamu rental properties meet the minimum Healthy Homes Standards within 90 days of any renewal or new tenancy and all private rental properties must be completely certified by 1 July 2024.

Fines for Failing to Comply

As of 1st July 2021, if a new or renewed tenancy is signed on a Karamu rental property, all Healthy Homes compliance items must be done by the end of 90 days.

Beginning on July 1st, 2021, once a new, renewed or varied contract is signed on the Karamu rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

Those who have six or more properties could receive fines of up to $50,000 and as high as $100,000 for hearing claims.

When should I require to meet The Healthy Homes Standards?

Karamu Healthy Homes Compliance Timeframes

Tenancies commenced in the period between July 1st 2019 and 30 June 2021

  • Insulation of the underfloor and ceiling is required for all Karamu and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included in any renewed, new or altered tenancy contract.
  • Property managers and landlords must keep records that prove compliance with any Healthy Homes Standard that apply or will be applicable to the rental property.

From 1 July 2021

  • Private landlords and property managers have to make sure that their rental properties are in compliance in accordance with Healthy Homes Standards within 90 days of a new, renewed , or altered tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All houses which are rented by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2024

  • All rental houses are required to comply with Healthy Homes Standards regardless of the time of the first day of tenancy.

If the heating you provide is electric heating or heat pump, it should have a thermostat. This will help make your heating more consistent and efficient. For the majority of homes, bigger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are necessary. In some instances, like small apartment buildings the smaller fixed electric heater may be sufficient.

If the living area is already equipped with a fixed heating source like heat pumps, it might just require some additional energy to ensure it meets the requirements. Ventilation Karamu

The insulation of the ceiling and underfloor is required to all rental houses since 1 July 2019. Property managers and landlords have to make sure that the insulation is up to current quality.
