As of 1st July 2021, once a new, renewed or varied lease is entered into on a Karamu rental property, all Healthy Homes compliance work must be completed within 90 days.

Healthy homes matter

What are the reasons why Healthy Homes Compliance So Important?

Around 1 in 3 households rent the property in New Zealand and Karamu, and research indicates that rental houses are likely to be colder, older, are not as efficient heating and are of lower quality than homes that are owned by the owner.

The damp, cold and mouldy houses are associated with negative health outcomes, particularly for illnesses like colds, asthma, as well as cardiovascular diseases. Additionally, those who report four or more key house quality problems often experience poor life satisfaction and lower mental wellbeing.

Improving the standard of Karamu rental property will allow tenants to enjoy improved mental and physical health and minimise the disruption to work, learning and living because of health issues. Your investment will also be better secured from mildew, mould and damp damage, meaning lower costs for maintenance in the long run.

The Healthy Homes Standards are a list of specific and minimum requirements for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well Draught-stopping within Karamu rental properties.

Unreasonable Gaps & Holes

Draught Stopping Karamu

Draughts may lead to less temperature in households. A humid house costs more to heat, meaning wasting energy and increased bills.

If a draught can be noticed from gaps that are not adequate or holes, it requirements to be closed.

What are the most unreasonable gaps or holes?

If you are able to feel external air getting in, or see the air is clear from a crack or a gap, then it is most likely a gap or crack that needs sealing in somehow. Large gaps and cracks should be permanently stopped. The gaps that exceed 3mm that let air into or out into your home require seals. In the case of an open fireplace is not in use, it may cause draughts and must be sealed off. Property managers and landlords are responsible for making sure such draughts are eliminated in the maximum extent possible.

You don’t require to block up intentional gaps or holes which are part of the building. For instance, small gaps around windows and doors might be necessary to allow for the movement of the structure when the household gets warmer and cooler, in order to let them be closed and opened rather than sticking. We will inspect every window and door in the Healthy Homes assessment of your rental property.

Heating Karamu

Karamu rental properties must have a fixed source of heating that can heat the largest or main living area to at minimum 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The heating source needs for it to be permanent (i.e. not portable) that is, at minimum 1.5 kW in heating capacity, and meet the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool may be used to determine whether your current fixed heater(s) are sufficient or if you’ll require to ‘top up’ with a new heater. Fires that are open and unflued heaters, such as the portable LPG bottle heaters are not considered to be suitable heating options in the Healthy Homes Standard.

If the heating you offer is electric heating or heat pump, it requirements to have an thermostat. This will help make the heating more consistent and efficient. For most houses, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. In some instances, like apartments with small spaces, a smaller fixed electric heater might be enough.

If the living area is already equipped with a fixed heating source like heat pumps, it may require an upgrade to meet the standards. Certain kinds of heaters cannot be used to meet the standard as they are either costly, not affordable to run, or unsafe to operate.

Ventilation Karamu

Each living space within a rental house must have at least one opening window or exterior door to offer natural ventilation. In addition, high moisture areas such as kitchens and bathrooms must have a suitable venting fan outside to get rid of moisture.

The ventilation standard is all about understanding it is that dry air is more easy to heat and heat, and the property that is properly ventilated is less likely to grow mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered to be liveable spaces. Connecting spaces like the hallway aren’t considered liveable , and thus are not require an opening window or door.

Each window, door , or the skylight needs at least to open to the outside while remaining set in an opening position to allow ventilation and fresh air air flow.

The bathrooms in all kitchens and any other room in your property with a bath, shower and cooktop or another water-generating appliance will require appropriate extractor fans that can be vented towards the outside. Our Healthy Homes Assessment service will make sure there is sufficient ventilation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Karamu

Underfloor and ceiling insulation is mandatory in all rental houses since 1 July 2019. All landlords and property managers should ensure the insulation meets the new standard. In some instances, existing ceiling insulation or insulation in the subfloor space may need to be filled with or replaced.

A house that is well-insulated can reduce condensation and lessen the likelihood of mould and dampness and also makes an easier task to the house to keep heat.

Insulation requirements to meet the R-values of your area.

The "R" signifies thermal resistance, and is a gauge of how well insulation can withstand heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the remainder area of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Karamu Moisture Ingress & Drainage

Keeping your rental property safe from dampness isn’t just about the inside of the building it’s also about the outside. You must ensure there is somewhere for rain, surface or ground water and stop it from coming into the building. When it is damp and moisture, it is usually the things you don’t notice that can cause a lot of trouble and cause damages to your investment and affecting the tenant’s well-being.

Properties that are rented must have efficient drainage to remove the stormwater and surface waters and ground water. This includes the proper outfall or runoff. Making sure that the water has a proper place to go, and that it isn’t allowed to remain beneath buildings is a vital aspect of maintaining your property’s dry.

Alongside an irrigation system to stop water ingress, if the property has an enclosed space between floorboards and soil, a ground-water barrier must be constructed if it is reasonably practicable to install it.

A ground moisture barrier is usually made of polythene and is laid on top of the ground, in order to block any moisture in the ground from rising into the home. It also helps to prevent water damage to the floor insulation.
