Tenancies established beginning on 1 July 2019 to 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory to all Flaxmere and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Landlords and property managers must keep records that prove the compliance with each Healthy Homes Standard that apply or will apply throughout the tenancy period of the rental property.

Beginning 1 July 2021

  • Private landlords and property managers must make sure their rental properties conform with the Healthy Homes Standards within 90 days of any new, renewed or varied lease.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must meet the Healthy Homes Standard regardless of the time the tenancy began.

Beginning 1 July 2023

  • All households let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy began.
