As of 1st July 2021, once a new, renewed or varied lease is entered into on a Fernhill rental property, all Healthy Homes compliance work must be completed within 90 days.

Failure to meet each of Healthy Homes Standards inside of the deadlines can result in the possibility of a fine up to $7200. In addition, if the currently-in place Healthy Homes Statement of Compliance is not incorporated in the new, renewed or amended tenancy agreement there could be additional penalties or an infringement fee.

Healthy homes are important

What is the reason Healthy Homes Compliance important?

One in three households rent the property in New Zealand and Fernhill, and research suggests that rental homes tend to be colder, older, are not as effective heating, and generally tend to be of poorer quality than the homes of owners.

Moldy, damp and cold homes can have negative well-being outcomes, especially for illnesses such as colds and asthma, as well as heart diseases. Furthermore, people who report at least four key house quality problems often experience poor life satisfaction and lower psychological well-being.

Improve the quality of Fernhill rental property will help tenants experience improved physical and mental health as well as lessen interruption to learning, work and daily life because of health issues. Your investment will be protected from mildew, mould and damp , which means lower costs for maintenance in the long-term.

Unreasonable Gaps & Holes

Draught Stopping Fernhill

Draughts are a major cause of lower temperatures in households. A draughty house will cost more to heat, which means wasting energy and increased bills.

If a draught is noticed from gaps that are not adequate or holes that it needs to be closed.

What are unjustifiable gaps or holes?

If you can feel external air coming in or the sound of a clear draught emanating from a crack or a gap and you are able to feel it, it is probably a gap or hole which needs sealing in any way. Cracks or gaps with large gaps must be sealed permanently. Any gaps greater than 3mm that let air in or out of the house need to be sealed. For example, if an open fireplace isn’t being used, it can create draughts. This should be sealed off. Property managers and landlords are accountable for making sure that these draughts are stopped in the maximum extent imaginable.

There is no require to block holes or gaps in the building. For example, tiny gaps around windows and doors could be necessary to allow movement of the building when the house heats and cools, so that they can still be opened and closed rather than being stuck. We will examine every window and door during your Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure well-being homes

Heating Fernhill

Fernhill rental properties need to have a stable source of heat that can heat the largest or main living room to at least 18 degrees Celsius, even on the coldest winter days. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.

The source of heat needs that it be permanently fixed (i.e., not portable) with at least 1.5 kW in heating capacity and have the minimum heating capacity needed in the living area. A Heating Assessment Tool can be used to determine if the current installed heater(s) are adequate or if you’ll need to "top-up" with a new heater. Open fires as well as unflued combustion heaters like portable LPG bottle heaters aren’t considered to be suitable heating options in the Healthy Homes Standard.

If the heating you offer is electric heating (or heat pump), it requirements to be equipped with an thermostat. This will make the heating more reliable and effective. For most homes, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are required. However, in some cases such as small apartments an electric, fixed heater could be enough.

If the main living room already has a central heating source, like heat pumps, it may need some additional energy to be able to meet the standards. Certain kinds of heaters cannot be used to achieve the standard since they’re either expensive, inefficient or are unsafe to operate.

Ventilation Fernhill

Every living space of a rental property has to have at least one opening windows or an exterior door to offer natural ventilation. Furthermore, moist areas like kitchens and bathrooms need to have an externally vented extractor fan to eliminate moisture.

A ventilation standard is all about recognising how dry air will be easier to heat and that an apartment that is well-ventilated is less likely to grow mould and damp.

Bedrooms, living rooms, kitchens, and dining areas are considered to be liveable spaces. Connecting spaces such as the hallway are not considered liveable and therefore don’t need an opening door or window.

Each window, door , or skylight needs to have the ability open to the outside, but remain closed, allowing ventilation and fresh air air flow.

All kitchens and bathrooms, and every other room of your home with shower, bath cooker or any other humidity-generating items will need adequate extractor fans that are vented to the outside. We offer a Healthy Homes Assessment service will ensure that there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable in high moisture areas.

Insulation Fernhill

The insulation of the ceiling and underfloor has been compulsory for all rent homes since July 1, 2019. All landlords and property managers should make sure that the insulation meets this new quality. In some instances, an existing insulation on the ceiling or in the sub floor space might require to be topped up or replaced.

A properly insulated home can help control condensation and lower the chance of mould and damp, and will also make more easy to the home to retain heat.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance, and is a gauge of how well insulation can withstand heat flow. The more high the R-value, higher the standard of insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Fernhill Moisture Ingress & Drainage

The security of your rental home from the effects of moisture isn’t just a matter of the inside but you must make sure there is somewhere for rain, surface or ground water, and also stop it from getting into the building. When it concerns damp and moisture it is typically those things that you aren’t aware of that could be a huge problem and cause the property to suffer and harming your tenant’s health.

Properties that are rented must be equipped with effective drainage to remove storm water, surface water, and ground water, including an appropriate outfall or runoff. Making sure that the water has a place to go, and it doesn’t sit beneath buildings is a vital aspect of making sure your property is dry.

In addition to a drainage system to avoid water ingress, if the property has an enclosed space between floorboards and the ground, a ground moisture barrier must be constructed if it’s reasonably practicable to do so.

Ground moisture barriers are generally a sheet of polythene that is placed over the ground to stop any moisture in the ground from accumulating into the building. It also helps prevent any damage to your underfloor insulation.
